Some time-clock apps track employee location every 30 seconds throughout a shift. ClockOut does not. We capture GPS at clock-in and clock-out, check it against a geofence, and stop there. This was a deliberate decision, and it comes up often enough that we want to explain our thinking on continuous employee tracking clearly, rather than leaving it to a buried settings page.
What continuous employee tracking actually is
Continuous tracking means the app records a GPS coordinate on a fixed interval, typically every 15-60 seconds, and stores every point for later review. Some systems map the data to show a route with timestamps. Others calculate distance traveled or time spent at specific coordinates.
This is different from what ClockOut does. ClockOut captures a single GPS coordinate when an employee clocks in and another when they clock out. We check those coordinates against the geofences you have drawn around each location. The employee is either inside the fence or not. Nothing is stored between those two events.
Why it seems appealing
The pitch for continuous tracking usually comes from a specific frustration: “I need to know where my field workers actually are.” That is a real problem for certain businesses. A landscaping crew, an HVAC service team, a cleaning company visiting multiple sites per day: in those contexts, you may legitimately want to know which job site someone is working from at 2 p.m. on a Tuesday.
But there are two questions worth separating here:
- Did this employee show up at the job site? GPS at clock-in answers this. You know they were at the location when the shift started.
- Where is this employee right now? This is a different question, and it is the one that drives continuous tracking.
The second question sounds managerial. Often it is. But it conflates time fraud prevention with real-time supervision, and those are different problems with different costs.
What happens to morale when employees are watched continuously
The organizational research on surveillance and employee performance is fairly consistent: workers who know they are being monitored continuously show lower job satisfaction, higher turnover intent, and reduced willingness to take initiative or flag problems to management.
This matters in hourly workforces especially. The workers most likely to leave because of invasive monitoring are often the competent ones with options. Workers with fewer options stay but disengage. Neither outcome serves the business.
The friction also shows up in recruiting. In a tight labor market, “we track your location every 30 seconds” is a harder sell than “we use GPS to confirm you made it to the job site.” These are functionally the same if time fraud is the concern. They are very different in how they land with an applicant.
The legal picture for continuous monitoring
Employee tracking regulations are moving faster than most employers realize. The legal exposure is real and growing.
State disclosure laws
Several states require employers to disclose electronic monitoring to employees before it begins. Connecticut passed a law in 2022 requiring written notice of any electronic monitoring. New York followed with similar requirements. Other states are considering comparable legislation. Off-duty monitoring issues
If your tracking app runs in the background, it may capture location data before and after shifts, on breaks, or during personal time. Several states have laws limiting employer access to off-duty employee behavior. Even if the tracking is unintentional, storing off-duty location data creates legal exposure.
Vehicle vs. employee distinctions
Some states distinguish between tracking company vehicles (often permitted without extensive disclosure) and tracking employee location via a personal device or app (more restricted). If your team uses personal phones, the employee-device tracking rules apply.
What you actually need for time tracking
Let’s be direct about what time-fraud prevention requires vs. what continuous tracking provides.
- Did the employee arrive at the right location? GPS at clock-in with geofence enforcement answers this definitively.
- Did the employee work the full shift? Clock-out GPS, combined with shift scheduling, tells you when they clocked out and from where.
- Are there patterns worth investigating? The exception inbox surfaces late arrivals, early clock-outs, and missed breaks automatically. You review them once a day.
None of these require knowing the employee’s location at 2:30 p.m. on a Tuesday. Continuous tracking adds data storage, legal complexity, and morale cost in exchange for information most managers do not have time to review anyway.
If you have a multi-site crew moving between job sites within a single shift, the right tool is a job-site or cost-code clock-in for each site, not continuous GPS. That gives you the same accountability with a fraction of the overhead.
The ClockOut approach
ClockOut captures GPS at clock-in and clock-out. We check each coordinate against the geofences you draw around your locations. If an employee is outside the fence at clock-in, we block or flag the punch depending on your settings. Between those two events, we record nothing.
The result: you know your employee was at the job site at the start of their shift and at the end. You know how many hours they worked. You have a record for payroll. The exception inbox flags anything anomalous for review.

A note for field crews and multi-site teams
We hear most often from landscaping companies, cleaning services, and field service teams that continuous tracking feels like the right answer. We understand why. Your employees are moving, often unsupervised, and accountability is harder to verify than it is in a fixed-location retail or clinic setting.
For these teams, the right setup is per-job-site clock-ins: an employee clocks in when they arrive at a site and clocks out when they leave. Each punch captures GPS. The schedule shows which sites they were supposed to visit. The exception inbox surfaces mismatches. That gives you job-level accountability without the continuous data stream.
